Geographical Constituency Electors

Who may register?

Any Hong Kong permanent resident aged 18 and above who ordinarily resides in Hong Kong is eligible to sign up as an elector.

Get a form from us at the Registration and Electoral Office (Address: 10th Floor, Harbour Centre, 25 Harbour Road, Wan Chai, Hong Kong or 13/F, Kowloonbay International Trade & Exhibition Centre, 1 Trademart Drive, Kowloon Bay, Kowloon) or District Offices.

Submission of application form
After completing and signing the voter registration form, you may submit the form to the Registration and Electoral Office by the following means -
- by post (Address: 13/F, Kowloonbay International Trade & Exhibition Centre, 1 Trademart Drive, Kowloon Bay, Kowloon) ; or
- by fax (fax number: 2891 1180) ; or
- by scanning the form and email it (email address: form@reo.gov.hk).

Electronic submission of application
Applicant may also register/apply for change of particulars using the electronic form(open in new window) and upload the completed and signed form to the Registration and Electoral Office ; or

If applicant is holding a valid personal digital certificate, he/she may register online via the GovHK website, www.gov.hk (open in new window).

Application deadline
Under the law, the respective statutory deadlines are as follows:

New Voter Registration
District Council Election year: 2 July
Non District Council Election year: 2 May
 
Report on Change of Particulars by an Elector
District Council Election year: 2 June
Non District Council Election year: 2 April

If your form reaches us by the statutory deadlines of a particular year, your registration records may be included in the final register of electors to be published in that year (for DC Election Year: on or before 25 September)/(for non DC Election Year: on or before 25 July).

Notes :

1. Under the law, you are required to provide true and accurate information when completing the voter registration form.
2. You are encouraged to provide or update your email address on a voluntary basis. Upon your consent, the email address will be provided to the candidates concerned for the purpose of sending election advertisements.
3. If you do not wish to receive election advertisements sent by candidates, please call 2891 1001 to update your records. Your preference will be conveyed to the candidates at the elections.

Functional Constituency Electors and Election Committee Subsector Voters

Who may register?
If you are eligible to be registered as a functional constituency (FC) elector (except District Council (Second) FC), you must also apply to be registered as an Election Committee (EC) subsector voter (either a corresponding subsector or an optional subsector). Note: If you only wish to report on change of registration particulars (such as name or residential address), and you have completed “Report on Change of Particulars by an Elector in a Geographical Constituency” (REO-2), you do not need to additionally fill in other application forms.
If you wish to change to register in other Functional Constituencies and/or Election Committee Subsectors, or to de-register/opt for not to be registered in District Council (Second) Functional Constituency, please use form REO-43.

Replacement of Authorized Representatives

A corporate elector/voter may replace its authorized representative (AR) from time to time. The new AR must be a registered geographical constituency elector and has a substantial connection with the body, e.g. being a member, partner, officer or employee of the body. No individual shall be appointed as an AR:
    i) by more than one corporate elector/voter; or
    ii) if he has been registered as an individual elector/voter in the same FC/subsector in which the corporate body has been registered or has applied to be registered.

Appeals

Corporate electors/voters may lodge appeals to the Electoral Registration Officer for not registering persons appointed by them as their replacement/substitute authorized representatives. Such an appeal has to be lodged with the Electoral Registration Officer in person by the appellant by completing the specified form below:
