Appeals

The Registration and Electoral Office publishes the Provisional Registers of Electors, Omissions Lists and Final Registers of Electors for inspection by specified persons every year, which include:
  1. Provisional Registers of Electors for Geographical Constituencies
  2. Provisional Registers of Electors for Functional Constituencies
  3. Provisional Registers of Voters for Election Committee Subsectors
  4. Omissions Lists for Geographical Constituencies
  5. Omissions Lists for Functional Constituencies
  6. Omissions Lists for Election Committee Subsectors

According to the relevant electoral law, a member of the public may, in compliance with statutory procedures, lodge a claim regarding his/her right to be registered as an elector after the publication of the Provisional Registers of Electors and the Omissions Lists. If any member of the public considers that a registered elector is not eligible for voter registration, he/she may lodge an objection against the entries in the voter register accordingly.

In 2022 Voter Registration cycle, the Provisional Registers of Electors and the Omissions Lists were published on 1 August. The claimant or the objector is required to submit the notice of claim or notice of objection to the office of the Electoral Registration Officer in person at the following address from 9:00 a.m. to 6:00 p.m. during 1 to 25 August 2022.
  • Registration and Electoral Office, 10/F, Harbour Centre, 25 Harbour Road, Wan Chai, Hong Kong; or
  • Registration and Electoral Office, 13/F, Kowloonbay International Trade & Exhibition Centre, 1 Trademark Drive, Kowloon Bay, Kowloon.

In view of the prevailing public health situation, the following preventive measures will be taken:
  • All persons who are allowed to enter or stay at the Registration and Electoral Office are required to:
    1. undergo body temperature check and wear a surgical mask
    2. use LeaveHomeSafe mobile app (except for exemption)
      Persons who are under the age of 12 or age 65 or above, disabled persons having difficulty in using LeaveHomeSafe mobile app can be exempted for using the mobile app. Exempted persons are required to fill in a registration form, providing his/her name, first four digits including the alphabet of his/her HKID number, telephone number, visit date and time.

    Any person who has a fever or not following the preventive measures set out in the above may be denied entry or directed to leave the Office.

  • All persons entering the Office are required to walk on the disinfectant floor mats at the entrance; and
  • A maximum number of people at the registration areas will be set to avoid people gathering.


The Electoral Registration Officer will, in compliance with the electoral law, submit the notices to the Revising Officer on or before 29 August 2022 for arrangement of public hearings or request the Revising Officer to determine cases which are incontrovertible by written submissions summarily. If the case is dealt by means of written submissions, the Revising Officer will notify the claimant, objector or elector(s) being objected to about the ruling by post on or before 7 September 2022.

If the case is determined by public hearings, the Revising Officer will, upon receipt of the notice of claim or notice of objection, fix a date for the hearing as soon as possible. The hearing (including review hearing) will be held on or before 11 September and adjudication will be made. The Registration and Electoral Office will then correct, add or remove the entry according to the adjudication made by the Revising Officer in compiling the final register. Appeals (Applicable to corporate electors/voters)

Corporate electors/voters may lodge appeals to the Electoral Registration Officer for not registering persons appointed by them as their replacement/substitute authorized representatives. Such an appeal has to be lodged with the Electoral Registration Officer in person by the appellant by completing the specified form below:
