Claims and Objections (Electors / voters for geographical constituencies, functional constituencies and Election Committee subsectors)

The 2026 provisional registers of electors / voters and omissions lists for geographical constituencies, functional constituencies and Election Committee subsectors were published on 1 August 2026.

According to the relevant electoral laws, any person who has made an application for registration as an elector / a voter but whose personal particulars or relevant particulars are not recorded in the provisional register; or whose appointment of authorized representative was refused by the Electoral Registration Officer; or whose personal particulars or relevant particulars are included in the omissions list; or who has a claim regarding his / her or its particulars in the provisional register may lodge a claim in person at the office of the Electoral Registration Officer by the statutory deadline of 25 August 2026. Any person who considers that a registered person is not eligible to be registered as an elector, a voter or an authorized representative, or be registered in the part in which that person's personal particulars or relevant particulars are recorded, or that a person who has been registered as an authorized representative has been wrongly so registered, may lodge an objection in person at the office of the Electoral Registration Officer by the above-mentioned deadline.

The claimant or the objector must submit the completed notice of claim or notice of objection in person from 1 August to 25 August 2026 (both days inclusive) during ordinary business hours (from 9:00 a.m. to 6:00 p.m.) from Mondays to Fridays (other than a general holiday) to the office of the Electoral Registration Officer at the following address:

  • Registration and Electoral Office: 8/F, Treasury Building, 3 Tonkin Street West, Cheung Sha Wan, Kowloon; or
  • Registration and Electoral Office: 29/F, Standard Chartered Tower, Millennium City 1, 388 Kwun Tong Road, Kwun Tong, Kowloon

The Electoral Registration Officer will, in compliance with the electoral law, submit the notices to the Revising Officer on or before 29 August 2026 for arrangement of public hearings.


The Revising Officer will, upon receipt of the notice of claim or notice of objection, fix a date, time and place for the hearing as soon as possible. The hearing (including review hearing (if applicable)) will be held on or before 11 September 2026. The schedule of hearings fixed by the Revising Officer is given below:

The Electoral Registration Officer will then correct, add or remove the entry in the next final registers of electors / voters for geographical constituencies, functional constituencies and Election Committee subsectors according to the ruling made by the Revising Officer.


Appeals (Applicable to corporate electors / voters)

Corporate electors / voters may lodge appeals to the Electoral Registration Officer for not registering persons appointed by them as their replacement / substitute authorized representatives. Such an appeal has to be lodged with the Electoral Registration Officer in person by the appellant by completing the specified form below:
